Because the government has no right to determine what any business practices any business takes.
As much as I despise google I can't fault them for running their business as they choose to do. Nor can I fault SW for allowing posts to have the "site only" option on posts. Both are businesses. And both can run their site as they choose.
It also doesn't prevent users from going elsewhere though. Yet when you signed up for this site you have agreed to its Terms Of Service (TOS).
That's a business contract like any other business contract.
