It's simple. They will set up a couple of systems:
1. The self-administered pregnancy tests. When a pregnancy kit is purchased, a credit card must be used, to connect the kit's RF ID Tag to the purchaser. Once used, if positive, then the urine will power a transmission burst, that will be received by the home gateway device, and reported to the Future Babies Tracking System(TM) or FBTS. The subject will be notified via the Truth network, to report to a gynecologist for her scheduled treatment. She will be billed $5,000 for the services (if there are no complications), because we are not communists and everyone must pay their share.
2. The visit to a doctor. Once the doctor detects a pregnancy, then the subject will be entered into the FTBS.
3. FBTS is mandatory on every female in her child-bearing years, mobile phone. The minute she steps out of state, FBTS is notified, and when she returns, a Pregnancy Bureau agent will be dispatched to check on her pregnancy progress. If she'd already had the baby, then they will make sure the baby is not going to be receiving any welfare, and the mother is back to work in 3 days. Because we are not some Godless communists.
