When obsured things pass state legislation? such as Mass illegal immigrants obtaining drivers licences, can legal citizens then sue the government?

You can sue anyone at any time for any reason. Whether your lawsuit goes anywhere depends on the law. Go ahead and sue Massachusetts. Do you have standing to sue?
