Will Cuomo pay back the money from his memoir book?

The NY Public Ethics Commission found that state resources were used in connection with the book's creation. This is why the executive order instructing him to return the funds.

But it's not a legal order and he doesn't have to abide by it. Nor should he. If there was wrongdoing, then he should repay that portion. Just because I use pilfered reams of paper from my office to correspond to lawyers regarding the family estate doesn't mean Dunder Miflin get the proceeds of my father's will.

(That last is purely example. The thought we'd have an 'estate'...)

Didn't a judge say that he had to pay it back ? If so, I think it's a travesty.
