If most of the 9/11 hijackers were Saudi, why did US invade Afghanistan and not Saudi Arabia?

The excuse was that bin Laden was hiding out in caves in Afghanistan. He might have been but by the time we invaded he was probably already safely in Pakistan, our friends whom we give billions of $$ to. It was an excuse to enrich the military-industrial complex. That's all.
