I can see where one could be misled.
Like many domes, the visible interior of this dome is much smaller than the show dome on the outside. Here's a section showing that:
It also shows the ground floor, with the altar straight back.
That agrees with these photos
and puts this floor plan into context:

So that means there is indeed a false interior dome, situated well below the exterior one. Thank you for the info.
