Economics has been an issue for Rs and Ds. Already USDA offers 50% cost-share for practices like fences, water systems, grazing systems, etc.

Startup costs are high. Avg age of small farmer is in 60s. Next gens either not interested or too many after split up the land among kids.

Cost sharing startup might help, but wont be cheap and would itself drive land prices higher.

In HI, native Hawaiians can sign up for agr land to yse (not own...communal), but waiting period is over 20 years.
