Nature is something not to be brushed aside because you want to make a field to grow sugarbeet, or graze cattle. Just as when you want to built a house you need various permissions so I believe if you want to cut down a tree you should have to consult with the local authorities in order to gain a license to do so. What checks and balances should there be to fight the possibility of corruption? There needs to be four signatures on any license, would be a beginning. The same with everything to do with ploughing a field, and disturbing the natural absorption of greenhouse gases.
