unless the government refuses to insure in the future (or the insurance companies stop insuring (which happens) - they'll rebuild.
the thing is if you build properly cat 3 and cat 4 is pretty survivable with minimal damage (you have to build on stilts too). and a few miles in even the mobile homes had little or no damage
there's danger no matter where you live. Tornados spawned off the storm and rain/wind caused damage all the way up the east coast.
Tornados are a danger to the midwest.

but yeah, building on the beach - you should be able to rebuild at your own expense. the government shouldn't bail you out. then again I think extremely limited/beautiful pieces of property should be open to the public - but that's another discussion.
