No, not really. A magnitude 6 earthquake has about 245 times the total seismic energy that the US's most powerful nukes in active service have. Even if Russia had used such a weapon, there's no real connection between bombing the surface of a country and moving the plates of the lithosphere underneath it. Earthquakes are basically just random, unpredictable events.
