Ukrainian Invasion of Pittsburgh

I saw this first pic out in a place called Robinson Township, Pennslyvania on Thursday at a Walmart. I instanly recognized the ukrainian symbols on the back and noticed the plates looked government, and so started to approach it and took a picture. The van suddenly sped off before I could get closer.

I shrugged, and returned to Pittsburgh on the bus a few hours later.

Downtown, I saw a different Ukrainian van:


I was like WTF? I was a couple of dozen miles away from the other van.

Then I saw this:


This is only the third time I've seen a foreign government openly operating on the street in public in North America. First time was China in Montreal for some big anniversary they were having.

Second time was in San Francisco the South Korean government was doing cultural outreach to Korean Americans, handing out multiple volumns of histories and biographies on medieval korean philosophers (they didn't give them to me at furst but then said whatever and offloaded one of each to me).

So this is the third time. I don't k ow if they require foreign agents status at the embassy to do this or not. Still scratching my head in regards to the weird plates on the first pic, I didn't get close enough to see if it was government plates or not before he sped off.
