No. It won't work on my 'phone anyway, even if that was not turned off and in a different room.
However, the BBC News headlines half an hour ago did say many 'phone users say they did not receive it as expected, or did so late, suggesting various network difficulties.
I gather these systems are already used in some countries, for cyclone warnings, for example.
