Would Ukraine still function as a nation if it doesn't push Russia out of the areas it currently holds?

It sounds like exports by sea are restricted if Russia is still in control of Mariupol, and the nuclear power plant they control contributes 20% of the national power grid? Is there only option to take back the land or could Ukraine actual function without this infrastructure?
