I had a coworker in security in Las Vegas years ago that was former TSA and a National Guard Staff Sargeant. He had a theory that inner city gang leaders are actually CIA operatives tasked to keep ghetto residents under control through drugs and intimidation, and that they send some of their members through the military to get them combat training, which is how they were able to hold their own in a gun battle with US Army Rangers in Tacoma, Washington, in 1989.
