Hard to answer a question like this since one style won't be comparable across another genre.
Unless you can find artists that covered more than the ones they're known for.

For me the stand outs are probably Otis Redding and Jimmy Ruffin.
But then I'm a Soul fan.

For all i know Jim Reeves or Paul Carrack or Paul Robeson might well be 'the greatest'.
But Unless there are recordings of them in different genres how can you make a comparison ?

@Picklebobble2 I've gone through this argument with hundreds of people over best vocalist, best guitarist, best drummer and so on. Everyone is entitled to their own opinion and everyone has one, but you can't "pigeon hole" all genres into one and you'll never get everyone to agree on one answer. You can't compare a Rock guitarist to a Flamingo guitarist or a Classical guitarist. Just as you can't compare a Rock singer to an Opera singer.
