I think they were definitely out to make a statement without much complexity needed. You got your basic rhythm guitar, bass and drum beat to back up the vocals running just a couple of chords. Sometimes you just gotta vent some uncomplications, no real orchestration necessary. Hey some people like and buy it. And yes I did take music theory.
Now compare that to Mozart's 'Lich mein arse' sung by many choirs, as in these sextet and octet examples...

Plenty of complexity around its delivery, harmony, voice, tone, and volume not to mention the nature of the vulgar content. Yes Amadeus Mozart actually composed this song containing naughty subject matter yet throngs of people still respect and enjoy it down through the musical ages. This piece, although written by brilliant composer Mozart, remains a musical conundrum.

Blink 182 isn't very complex. Travis Barker is one of my favorite drummers, but I'm not a big fan of blink 182 as a group. More like pop punk.

So it’s a standard progression
It’s all power chords (the most basic of chords)
The vocals and bass as just general notes in the key of the power chords (C#)
It’s almost as “simple” as pop music gets except it isn’t in 4/4

@PalteseMalconFunch indeed, and while not a purist or snob, nor claiming most punk is extremely technical, Blink 182 is technically pop punk. It's quite different from something like Discharge or Dead Kennedys.
