This singer is called George Wussouf he's Syrian and is known as "sultan (sometimes king) of Arabic music".
He sings most of his songs in Egyptian dialect including this one.

I don't usually listen to this kind of songs but this specific one from 1999 is special to me. I found it when I was a kid in a game. The game came with a folder filled with songs and this was included in there. The game was GTA Vice City and inside the game you are allowed to put your own songs and there was a few more Arabic songs along with this one.

I also love the vibe the old cars and all.
