If attacking Rafah is so important to Israel's war effort, why did they wait till now to do it?

@flipper1966 The government legit told them that Rafah was a safe zone for civilians. The plan here is pretty clear. After they flattened all of northern Gaza, they figured the best way to finish the job is to get all the Gazans in one place. So they told them Rafah is the only safe place, then oh-no! Turns out we have to bomb Rafah too.
