Did Israel leave a “sitting duck” on Oct 7th?

In a conversation with my Dad the other day, he said that he felt the USA left Pearl Harbor as a “sitting duck” to entice the Japanese to attack so that we had an excuse to enter the war. I have heard that argument before, but usually it involves the US knowing about the attack and intentionally ignoring it. He thinks we actually enticed the Japanese. Fair argument.
Now to Israel. Do you think the Israeli government left a “sitting duck” enticing hamas to attack? I don’t think they expected an attack of this scale, but a few things seem strange;
1) it took IDF hours to respond, when helicopters could have been there in minutes.
2) They had pulled troops away from the gaza border prior to oct 7th on other assignments
3) The desire of the current administration to push settlements into the west bank and get the US to recognize Golan Heights as Israeli territory. This creates a motive for war - they want to settle gaza again. Netanyahu publicly says the Oslo treaty and removing Israeli settlements from Gaza in 2005 were bad ideas. Letting hamas attack first makes it a defensive war.
I’m not asking if Israel knew, or was complicit with the scale of the attack, only if it is possible that they left a “sitting duck” so that the had a reason to counter attack in defense.
