Can you describe a person who lives on the other side of their country like in a different city an "expat" ? If not what is a better word for that?

Though expat does work for that different city meaning if translated to Arabic but I feel that there could be a more accurate word.

If it makes you feel better I only learned the word expat a few months ago I just thought it was called migrant and I didn't pay much attention to it.
I’ve heard it used loosely. My parents have been called (100 years after the fact, lol) “NOLA expats". 😄
