@DeWayfarer It's the flag of Saint Pierre and Miquelon. You can find that in the flags tab of emojis after the flags of Pakistan and Poland.

Not all cellphones have all emojis. This is why this site is paying for a separate emoji list. So that everyone can see all emojis.

Yes it's on the sites emoji list. I rarely ever use it. It's a pain for me to use.
