I was going to note that in some foreign languages, the city name could have a gender. But I don't know enough languages to have an informed opinion. And, it has always seemed weird for clearly ungendered objects (such as tables, chairs, houses, ...) to be assigned a gender by the nouns that denote or refer to them.
