irresponsibility (people not controlling their own body, not using protection, preventing pregnancy to begin with, etc.) shouldn't be rewarded, nor should the consequences of their poor decisions be paid for by taxpayers...

It's pathetic that we have to legislate what should be common fucking sense to begin with...
