Can a boy wear mini skirt?

It's too hot here and I want to wear skirt for feel comfortable.

Technically, yes, a boy can wear a miniskirt. Depending on what part of the world and local customs exist it may get some strange looks though. I would suggest shorts until the world is more open-minded.
