Does it bother you when men flirt but don't act on it

I'm bothered if I'm not getting 100% attention from the man who's flirting (but not creepy). Like....if you're constantly on your phone...and being cheesy...and also checking others out....ugh that's pretty....much not a good strategy if they want to get a girl.
