My neighbour washes his car Every. Single. Day. Should I tell him it's already clean?

Well it is a waste of water I mean really everyday? I have a neighbor like that to but I not sure he does it everyday at least a couple of times a week.

That's crazy. Plus if he's in California he's making the water restrictions worse for everyone else...

He's probably committing major crimes with it and washing away the evidence.

Give him your dishes and let him wash those too. Everyone's a winner.

Keeping ones car clean is good for the car, but every day is overdoing it. Most manufacturers recommend cleaning when it's dirty or before applying wax. Over washing can damage the clear coat by wearing through it.
