What makes someone shy?

I guess I just don't get it. What does it mean to be shy? And why is it an issue for people? How does it become an issue?

from my experience

being shy is being quiet, not vocal or confident, kinda nervous, and judged. Honestly being shy is a layer of overthinking over you. even though as a age i have become more of a risk taker , i am still shy.

It's an issue because you'll feel judged if you do something weird or wrong. you become fearful and anxious.

Lack of exposure to different situations and mostly lack of interaction with different people. It's a state of mind, not a characteristic.
Insecurities. It becomes an issue if it's too much. Why is it an issue? Well if you can't talk to people because you are too insecure then it is an issue, I think..

Our society favors extroversion, assertiveness, and confidence. That is why shyness is a major issue for some.
