Someone I know is deeply cruel and I'm just concerned

They've been like this her whole life, from childhood to now. They destroyed items in their home, cussed out their grandmother, called their siblings every name in the book, and over all throws fits at some of the most resolvable things. It's gotten so bad even the neighbors know about it. I could only hope that they get professional help before it devolves into something more dangerous in adulthood.
