What kind of lights do you feel they used in that building? Is it neon lights?

Saw these lights on this building in our city Bangalore in India now so curious whether it's a neon light or something else. Horrible traffic jams tho as it rained and it's taking forever to reach the wedding hall where my dad's ex-colleague's son Ayush's wedding is happening.
