This is the most insane post I've ever written...

TL;DR: My husband and I no longer live on our own address due to conscription, and a while ago our pipes broke, which caused water damage to the apartment underneath ours, where our crazy neighbors live.
The head of the building let our crazy neighbors know that we intend to have a discussion about the payment for the damages eventually, and told them to start fixing the damages for now.
They instead called a lawyer and had an appraiser come to assess the costs of the damages without anyone else's presence, which is completely unlawful. They tried to make the head of the building sign the paper, which she obviously didn't do.
The head of the building decided to fix the floors in our apartment, which broke from the same water damage, and she wants to pay for it. She's quite weak after suffering a serious heart attack a while ago, and apparently wants to pay for getting our floors fixed in return for Slavik's mother praying for her after she dies, because she's afraid that no one else will.
The head of the building had a man that she knew come work on the floors in our apartment, and the noise summened our crazy neighbors who walked in and demanded that he gives them our phone number and address. Of course this guy didn't have that information, so they got upset and called the cops. The conscription police showed up instead of the regular police, and tried to draft the man who was working on our floors, but couldn't because he was 70 years old.
I am genuinely worried that they'll somehow find out where we live, or get so much attention that the conscription police find us themselves.
The head of the building has currently blocked our crazy neighbors' phone number because they are hysterical. They are aware that we need to get the money first, and that Slavik will not be able to meet them in person himself. They think they're going to get rich, even though we have nothing but copious amounts of debt at the moment, and they are completely unwilling to discus a reasonable price right now. The head of the building literally overheard one of them yell: "We are gonna get millions! Millions!"
