Now, there's a question! No licence as such, although various areas around the UK have looked into tolerance zones and there are, obviously, fines...but I couldn't tell you what they are as we - my Madame and our collective - 'contribute' financially to members of the police force so as not to pay any fines/get arrested.
Not sure if that's a standard practice or not.
