@Rachel2001 Yes Ma'am.... when the wind is off the lake in the winter and blows down the Chicago River.... if it's icy many buildings put ropes across their plaza's so that people can hold on to them so they don't get blown off their feet... it's beautiful though in Spring... Summer and Fall:)
