I actually think he's an ambulance chaser which is why he was running and then the ambulance stopped right there beside the dumpster... and then he photographed the victim before running off.

It is sitting beside the dumpster waiting for pickup because stuffed animals cannot be donated at donation sites and they all end up in a dumpster anyway.
