Tried initiating conversation with a foreign woman yesterday and she didnt really talked with me. Why?

Yesterday i again went to this huge mall UB City in our city Bangalore. Like i said before, Bangalore is a major IT(Tech) hub in India so foreigners do come here as expats and UB City has many expats visiting it. Previously i had some decent conversation with foreign women there- one was American and another was German. Yesterday I saw another white Caucasian woman waiting for her cab. She looked to be in her late 20s and I am 23 and i tried initiating conversation with her first saying her excuse me and then asking her whether she is working her in Bangalore. Then she said what and then i again asked her whether she is working in the city but she softly said no and didnt continue the conversation and wasnt even interested in talking at all to me. Then her cab came and she got on it and went off. What could have been the reason she didnt talk with me even though I was being friendly and just tried to socialize with her? Was it because we are strangers or is it because I am an Indian or is it because I am looking quite bad after my new haircut? Previous expat women with whom i talked with were more friendly to me.
