I had a very brief interaction with another foreign woman. Was it really weird or creepy of me?

I have shared before that I live in Bangalore in India but born in Siliguri in West Bengal in India and have recently talked with 2 expat women. Bangalore is the major IT hub of India and one of the metropolitan city of India. Almost 5 months ago i initiated conversation with a French woman near my University where i study MBA and 2 months ago with a German woman in this really posh and upscale area of the city. Today after 2 months i again went there thinking I might be able to meet the German woman again but I didnt see her today but saw another gorgeous white blonde lady walking on the sidewalk who looked within 26-30 age range and I am 23 and she was basically the same height as me too(i am 5'9 or 5'9.5) which mean she is pretty tall for a woman. I think she is also from Germany or probably from a Scandinavian country judging by her tall height and looks.

Sadly I couldnt have a proper conversation with her as the cab i booked has reached my pickup point but I still waved my hand at her while smiling and said her Hi. She was wearing earphones and noticed me and she too waved hand back at me with a bit of a smile. That was enough to make me feel butterflies. I wish the cab didnt come so I could have had a conversation with her. Idk whether i will see her again or not there and idk whether i would even have a chance with her as she is gorgeous and tall and same height as me whereas I look like a nerd in my glasses and we Indian men dont have a goof reputation among women plus its possible too that she has a bf. Plus I am worried whether she found it weird even though she waved her hands back at me.
