Was cold approaching women more common in older days compared to now? Is it really considered creepy now?

I am mainly asking about your country because I live in Bangalore in India and in my country during older days, things were more conservative and arranged marriages were even more common so i am mainly asking about Western countries. Was cold approaching more common in older days there compared to now? Dating culture only became popular in India in the 21st Century so i am only asking about Western countries. I am 23 now and did try initiating conversation with 2 foreign expat women who were white blonde European women saying them excuse me in this really posh area of Bangalore but had no luck. I am planning to go to this area of Bangalore named Kammanahalli where there are expats who are Koreans, Africans and Arabs. I will go near this popular Korean restaurant there, where Korean expats come too and I might get a chance to meet and initiate conversations with some Korean woman but I am a bit hesitant whether they will like it or not. I am also going to this coastal city in southern India named Pondicherry on 24th May where also many foreigners go and there is a French colony there and also a place named Auroville where many foreigners go for spirituality and stuffs so yeah i can meet foreign women in the beaches or near Auroville but it will only be a 3-4 days trip. Will i be considered a creep for approaching foreign women whether she is a Korean or Russian or French or British or whatever her nationality is especially as I am an Indian guy?
