I once again missed my chance of interacting with 2 foreign women. What should I even do?

Today i came to eat some Mandarin food in this really posh area of my city Bangalore in India and then i was doing a walking tour in the area. The area is full of IT companies, bars, pubs, cafes and international cuisines sk there arw expars in the area. While walking tho, I saw 2 foreign women talking with each other. They were both white and one was even blonde. Both looked to be somewhere in their 20s or maybe even 30s and I am 23. But i didnt have the courage to initiate a conversation with them as they both were talking with each other and I am more introvert. Maybe if either of them were alone, I would have tried talking with them. I also thought i might disturb and interrupt their conversation so i kept exploring the area keeping a good distance from them thinking maybe once they stopped their conversation, i can approach either of them. I planned to just talk to them respectfully, tell that I am an MBA student and ask them for how many days/months or even years they are living in Bangalore and then after few conversations i would ask their Instagram to connect with each other because phone number is a more personal information so Instagram would be better. But as i was exploring the area, i suddenly saw they were no longer there. Idk when they finished their conversation but i didnt see them again. I saw some more expats but they were mostly white men. I missed another chance of talking to a foreign woman. Idk whether i should be more confident if I see a foreign woman in that area again next time.
