Oh damn i saw 2 foreign women but couldn't even say them hi. Am i a failure as a man?

Today i went to one of the most posh area of our city Bangalore in India. There i was walking around to explore the area. The French embassy called Consulate General of France is in that area too so obviously there will be foreign expats in the area. While walking i saw this foreign woman who is definitely a Hispanic/Latino woman. She is absolutely pretty and looked to be in her 20s or maybe even 30s and I am 23 year old. She looked very exotic but as usual i was too shy to even say a hi to her and she kept walking. Would have loved to get to know that Hispanic woman as she is super pretty. Then i continued walking and saw another foreign woman and she looked like a Korean. She is definitely an East Asian woman again in her 20s or maybe 30s. Its a shame that once again i was too cowardly to initiate a conversation. I was walking around expecting maybe i can see another foreign woman but i didnt see another one but it sucks that i am still shy near women. Idk whether its because I am an Indian that i am afraid that i may creep them out due to negative stereotypes about Indian men and not having the same advantage as a white European man when it comes to dating. I was scared that they might get scared if I tried to talk to them. Is it really cowardly of me especially at 23?
