Was i really a loser for being shy to talk to them or did I do the right thing? How can I approach them next time?

Today while going for the classes, I saw some 3 foreign country women. I live in Bangalore in India which is a big metropolitan city, so foreigners come here as expats for working or for conferences. The area where I go for classes is an IT area. I saw 3 beautiful white foreigners who looked in their 20s or maybe in their 30s.

I am 23 and i think they are somewhere in the 26-35 age range and they are probably from an European country or maybe even American but idk. I saw of 3 of them separately. One of them was a blonde and then another one few minutes later and then the 3rd one was the hottest of them all and she was wearing an off shoulder dress. I really really wanted to talk with either of them but i was shy.

They were having earphones in their ears. I was scared that they might feel uncomfortable if I tried to talk to them. Plus i see Indian men having bad reputation among Western women. I didnt even know as an introvert how to initiate a conversion with them. They are maybe expats working somewhere there or maybe came to India for few days. Idk whether i will see them again on Monday. Did i do the right thing by not talking to them? What should i say them on Monday again?
