My ex who reached out on my birthday exactly one week ago hasn’t reached out to me after telling me he wanted to one day eventually catch up and be friends but he hasn’t talked to me since.

One day eventually doesn't mean right now, doesn't even mean at this point in life. Means don't be waiting, maybe in another lifetime, somewhere well in the future though
