My ex who reached out on my birthday exactly one week ago hasn’t reached out to me after telling me he wanted to one day eventually catch up and be friends but he hasn’t talked to me since.

It’s easy to overthink things like this. My guess would be that other important things came up and he just hasn’t taken the time to follow up yet. If you want to be friends with him it can’t hurt for you to reach out. If not, then just don’t worry about it.
