You're walking down the street and you see someone you find attractive. How often do you actually approach them, if ever?

@SW-User You can always stop somebody and ask a question.
Perfectly reasonable thing to do.
"Sorry to trouble you but do you have the time ?" (In this day and age when everybody has a watch and a phone, even the person who stopped, if they're on the ball will recognise the playfulness in the question)
You could stop them and ask for directions. That broadens your opportunity to question further. ("Great tie by the way...) Little things like that.

Of course you've no idea whether the object of your attention is single or connected so don't profess undying devotion there and then.
But you might catch a name. Some idea what they do.
Never know what might happen
