Only by the people who choose between life or death. They have the only real power to prevent it. Anyone else may postpone it if they can intervene in time, but, in the end, it is a personal choice, and personal responsibility. No matter who they might blame in a note, or a recording, or a phone call, it is the responsibility of the person making the decision. To live, or not. They decide.
