I agree on this concept, but I'd like to add that in order to get the most bang for your humanitarian buck, you're probably gonna want to donate to the most stable and democratic impoverished country you can find. If you do so, then the benefits from that gift can fuel reinvestment into the local economy, which will create a snowball effect of wealth and human well-being. If you donate to an unstable and undemocratic country, any reinvestment would likely be stolen or destroyed -- thus diminishing the incentive to reinvest.
Based on those two principles, it makes sense to look at the following two maps to find intersections between these two situations. Here's what I found:

From this very basic and cursory analysis, the best candidates appear to be India and Guyana. Of course, this fails to take into account the fact that countries can have disincentives to investment aside from just being autocratic. Corruption and overregulation can still screw up economic growth and neither of these maps adequately demonstrate that.
