"Weeaboo" in the original sense described people from other countries who literally want to be Japanese. This is usually punctuated with excessive purchasing of Japanese objects, inserting things like "kawaii desu ne" or "minna-san" or "baka" or "sugoi" all over their speech, an absoulte obsession with Japanese culture, and a sense of elitism as if Japan was the best thing in the world. Their interest, 90% of the time, started in anime or manga. Usually they're so imposing about it they manage to go beyond all sense about it, .
Basically, think people smoking weed and wearing rainbow beanies acting like they're from Jamaica, and really meaning it.
Usage: "Did you see Joe the other day? He was wearing a kimono... He's gone full weeaboo..."
However, in many circles, there's a different meaning - a friendlier one, used somewhat ironically to refer to fellow ordinary fans of anime etc., as a term of endearment. This meaning is far more common now. Usually gets shortened to "weeb" in this case, but "weeb" or "weeaboo" can refer to either one depending on context.
Usage: "Lol Jimmy watching Naruto again you weeb"
