Not if it's being enforced equally and fairly.

That's more than we can say about nipples, as that enforcement has been largely sexist, as both men and women used to be forced to wear tops, even at the beach, then men got the freedom and women did not.

@AnonymouslyYours I think that's what would be preferred. Of course, you could also make it equal by locking them all up, and not just one sex's.
