A good PM surrounded by good people wanting to do what is best for the people, nobody undermining anybody else and nobody doing what they think will get/keep them in power. The same applies to any country however the 2 things seem to be mutually exclusive:
Doing what is best for the country.
Getting elected.
Doing what is best for the country.
Getting elected.
