Why wasn't Nikolas Cruz in jail?
He constantly broke the law and the criminal justice system seemed rather indifferent. It's shocking how many times he was reported to the local police. Why were they relectunt to arrest him?

There are reports about his observable 'out of the ordinary behaviors' and there was nothing done when it was reported by concerned people, no program to follow by authorities/professionals, no one to determine if a potential problem existed. We have also seen, because of this tragedy, that a Grandmother in the state of Washington called 911 when she saw that her GS was planning a mass school killing and something was done immediately. We need that program.
