Why wasn't Nikolas Cruz in jail?

He constantly broke the law and the criminal justice system seemed rather indifferent. It's shocking how many times he was reported to the local police. Why were they relectunt to arrest him?

I read the same yesterdat. He was known to the FBI. Apparently he even got seen carrying a gun and he got reported. It's bizarre how no one did nothing to stop this. But thats all you hear about these days .
