Three Levels of Gang Stalkers

One thing that many Targeted Individuals don't understand is that the "perps" that make their lives a living hell every single day do NOT decide what type of no-touch torture to use on their victims, ever.
They are TOLD what to do by their "handlers" who text them their "marching orders" telling them exactly what to do to their assigned victims.
The perps one sees, and hears (noise campaigns), are low-level perps.
Their handlers, on the other hand, are mid-level perps.
These "handlers' don't decide what no-touch torture techniques are to be used against innocent gang stalking victims either; they are told what to pass on to the low-level perps by their superiors, who are the high-level perps.
Very rarely will a Targeted Individual (TI) ever see a high-level perp.
They are probably thousands of miles away working at one or more of the "alphabet" agencies; the FBI, CIA, TSA, DHS, DIA etc.
They are the ones watching the screens showing exactly where the TI is at any given moment, using satellites to monitor the TI's vehicle, which will likely have an illegal GPS device on it.
They are the ones who "push the buttons" that result in the no-touch torture of the TI.
Most low-level perps are too stupid to make any decisions regarding the innocent gang stalking victims they stalk, harass and torture every day.
That is why they are TOLD what to do to their victims.
Mid-level perps are much smarter than the low-level, ex-felon-on-parole type of gang stalkers; and that is why it is up to them to pass on to the ignorant low-level perps the instructions given to them by their superiors, the high-level perps.
It's all about levels.
It's all about following orders.
It's all about being paid to "bully" someone.
It's all about revenge.
It's all about evil.
All three levels of "perps" are inherently evil.
The high-level perps-in-suits are no less evil than the ugly, ignorant low-level perps.
The mid-level perps are no less evil than the high-level perps.
Perhaps one day, police departments all across America will begin to take organized stalking seriously.
Police are no different than any other group. There are good cops, and there are bad cops.
There are good plumbers and there are bad plumbers.
There are good doctors and there are bad doctors.
In my opinion, the police who participate in gang stalking could rightfully be called "bad cops."
